[RASMB] Public release of SE analysis program KDALTON; update to XLGraph

For the first time my SE analysis program KDALTON, originally developed in
1992-1993 while I worked for Amgen, is now available to the public. A
description of its features can be found at
http://www.jphilo.mailway.com/kdalton.htm. Like my programs DCDT+ and
SVEDBERG, I have also created a local, compiled Help file (including
context-sensitive Help when you push the F1 key) for KDALTON.

I am also releasing a new version of my XLGraph utility that will run under
Windows 10. Both KDALTON and XLGraph can be downloaded from at
http://www.jphilo.mailway.com/download.htm

I also wanted to announce that I am also making the source code for all of
my AUC programs available through the RASMB software depot, under a GNU
public license (you can use and modify the code, but any derivative programs
must be in the public domain). The code for DCDT+, SVEDBERG, and SEDNTERP is
already there; the others will be available shortly.
