[RASMB] DCDT+ and SVEDBERG are now freeware

This is to announce that I am releasing my velocity analysis programs DCDT+
and SVEDBERG into the public domain. New versions are now available on my
website, http://www.jphilo.mailway.com/download.htm, and I will also be
placing them into the RASMB software archive. 
 
The new SVEDBERG version has some minor enhancements and bug fixes; the only
change in DCDT+ is removal of the registration requirement.
